Martinsville City Council appoints Robert Fincher as new city manager

The Martinsville City Council announced on March 11 the appointment of Robert Fincher as the new city manager. Fincher, who had been serving as interim city manager since August 2025, brings over thirty years of public service and leadership experience to the position.

The appointment follows a council vote during an open session to approve an agreement with Fincher. Before stepping into the interim role, he spent 31 years with the Martinsville Police Department, including three years as Chief of Police.

“I am deeply honored to be able to continue serving a city that I love,” said Fincher. “I am confident that with the hard work of our amazing city employees and our wonderful citizens, we can keep making Martinsville a fantastic place to live, work, and have fun.”

Vice Mayor Kathy Lawson said, “It is with great joy that we announce the appointment of Robert Fincher as our new City Manager. Rob’s leadership during the interim period has exceeded all expectations, and we look forward to his continued service to our city in this new role.”

Fincher is a graduate of Martinsville High School and holds a Bachelor of Science in Criminal Justice and Sociology from Averett University as well as a Master of Arts in Human Services and Executive Leadership from Liberty University. His professional development includes programs at the University of Richmond, Virginia Tech, the Police Executive Research Forum, and participation in the FBI National Command Course.

Outside his career in public service, Fincher has been married for 32 years and has two children currently pursuing college studies. He enjoys exploring American cities and backpacking in his free time. He assumed his duties as Martinsville City Manager immediately.
